RULES
Saugeen Shores U13 OBA Battle at the Beach
 Tournament June 16-18, 2023

1-The plate umpire will declare the official start time.
 2-Coaches need to check in 1 hour prior to their first game at Lamont Park Headquarters at 310 Concession6 of Port Elgin. Coaches must be ready to start a scheduled game 20 minutes prior to scheduled game time.
3-Coaches or a team rep must come to the Headquarters area 30 minutes prior to game time for the coin toss.  Should there be 2 teams from the same town we will use Rock, Paper, Scissors on first go to determine home and away.
4- The home team is responsible for pitch counts. All pitch counts must be entered live or at the end of an  inning. 15 minutes after the game is completed  the pitch counts must be entered, a Game ID will be issued. This ID must be  given to the tournament volunteer who will record it on the  game sheet.
5- The visiting team is responsible for the score sheet.  The sheet must be signed by a rep from each team and     handed into the tournament volunteer after the game. `
6- Games will be 7 innings. 5 innings will constitute a game.   No new inning will start after 1 hour and 45  minutes. Championship games will have no time limit. Mercy rule is in affect for all games. At the end of 7 innings in a medal game if there is a tie the International tie breaker rule will apply.
7-A teams turn at bat in an inning will end after 3 outs have been recorded.. On any play where the last allowed run in an inning is as a result of the ball leaving the playing field and the awarding of home base (ie: homerun, overthrow, etc)results in more than the maximum runs allowed in an inning scoring, all awarded runs will score, this only applies to dead ball awards.     
 8- U13, a third trip by the Manager/Coach to the same pitcher in the same inning shall result in the pitcher’s automatic removal from the pitching position.    
9-Tie Breaker
    In the event of a tie OBA rule RP7-4 will be used to break the tie.
    A-Teams with a forfeit loss are ineligible for tiebreakers
1)Head-to-Head record among tied teams
2)Team with smallest run against ratio (runs allowed/number of defensive innings played) in games among tied   teams
3)Team with smallest runs against ratio (runs allowed/number of defensive innings played) in all games
4)Team with the highest runs for ratio (runs scored/number of offensive innings played) in games among tied    teams
5)Team with the highest runs for ratio (runs scored/numbrr of offensive innings played in all games
6)Coin toss
           B- When there are 3 or more teams tied, the tie breakers will exclude RP7.4 (a)(ii). After the winner of that tie breaker is determined, the tiebreakers will continue, if necessary, excluding RP7.4 (a)(ii) as long as there are 3 or more teams tied. When only 2 teams remain, the tiebreaker will start at RP7.4 (a)(ii)
10-In pool play there will be 2 points for a win and 1 point for a tie.
11-There will be no pre-game warmups in fair territory on the infield. This will be strictly enforced.
11-Mercy Rule: 
18 runs after 3 innings, 15 after 4 innings, and 10 after 5 innings and  9 after 6 innings.
The decisions of the umpires are final. Protests will be resolved on the field by a protest committee.
The score of a forfeit game will be 7-0 and 5 innings for tie breaking purposes

Zero tolerance policy                                                                                                                             
Coaches: Failure to control the behavior of your team, parents,extended family members and coaching staff will result in the game being delayed until the offending party has been removed from the diamond area. Other discipline actions may apply depending on the severity of the incident.
